Crimes by Negroes and Puerto Ricans Frighten New York Judge

Liberal Jurist Calls On Officials To Keep Races Out Of Great Metropolis

Judge Samuel Leibowitz, one of the famous liberal judges of the nation, of Kings County, New York, recently called on the officials of New York to keep the Negroes and Puerto Ricans out of that city.

This action on the part of Judge Leibowitz indicates the intolerable conditions which exist in a great city where one out of every five is either a Negro or a Puerto Rican.

The City of New York now has approximately seven and a half million people and they have over a million and a half Negroes and Puerto Ricans.

Population Pattern

Speaking especially of the Puerto Ricans, Judge Leibowitz says that they constitute only 7% of the city's population, and yet, furnish 22.3% of the city's juvenile delinquents.

In addition, 7% of the New York City population gives the city 20.8% of all the grown-up criminals.

He contends that the figures also indicate a similar pattern among Negroes.

He estimates that the Negro population is 10% of the total in New York. Yet, Negroes constitute 46.3% of the city cases waiting trial in the Brooklyn House of Detention.

Sing Sing Inmates

Senator "Jakie the Javits" took sharp issue with Judge Leibowitz. He said: "We need new seed immigration", and according to Judge Leibowitz, they are getting some "new seed" immigration in New York.

Judge Leibowitz also furnished the figures on the inmates at Sing Sing prison.

Although the Puerto Ricans and the Negroes constitute a little less than 20% of the population of New York City, 72% of all the inmates at Sing Sing prison are either Negroes or Puerto Ricans.

Percentage of Prisoners

According to Judge Leibowitz, 65% of all the prisoners at the Elmira Reformatory are Puerto Ricans or Negroes and at the reception center, where the juveniles between 16 and 18 are kept at Elmira, 69% are either Puerto Rican or Negro.

Judge Leibowitz called on Mayor Robert F. Wagner to get on the radio and advise these people coming here what the true conditions are in the city.

Judge Leibowitz, in testifying before a Senate committee on juvenile delinquency, declared that New York has become a slum trap for immigrants.

An Immigrant Boy

He told the committee that he came to New York City as an immigrant boy.

But there is quite a difference between conditions in New York where these Negro and Puerto Rican migrants live from the conditions as they existed in the old days, when Judge Leibowitz was an immigrant.

Here's what he said about it:

"But, still, you didn't have kids running around killing each other. You didn't have a teacher raped in her own classroom. You didn't have stabbings among kids. When we had these people (immigrants) coming here in the old days, we also had home life and neighborhood life."

Grand Jury On Tour

Judge Leibowitz told the Senate committee that he took a Brooklyn grand jury on a tour of slum-infested areas last February.

He said they inspected one ten by twelve-foot room where a family of six lived.

Here's how he described this room:

"There were no windows, no bath room: there were holes in the walls and just one bed. Three boys slept on the bed with their mother. The mother had to sit on the bed at night to beat off the rats that came from the halls."

Slum Infested City

And more and more, the evidence accumulates about the slum-infested city which has held itself out to the world as being a haven for those who wanted to engage in the mixing, integrating and interbreeding of the races.

Some day these misguided folks will wake up to the fact that the way of living in the South is the only way of life for two such dissimilar races.

Likewise, they will some day reach the conclusion that the racial problem cannot be solved by integrating and interbreeding.
