SECOND DRAFT NOT LIKELY UNTIL SOME TIME IN SPRING

Provost Marshal-General Crowder will prepare a full report on the operations of the draft law after the national army mobilization in October. Pending an analysis of such a report, no steps will be taken toward calling second increment.

General Crowder said a second call had never been discussed. Training facilities will be taxed by the first increment and it is unlikely the organization of an additional 500,000 can be begun until early in the spring of 1918.

A new definition of the status of married men may be acted on and the status of aliens worked out.
