Republicans Against Adoption of Railroad Bill Which He Predicts Will be Party Shroud.

Washington, April 4—For most of the hours today Senator Heyburn held the floor of the Senate. He began his address shortly after the Senate convened with the end in view of presenting a vote on Senator Watson's bill authorizing the sale of the surplus waters of government irrigation projects, but in his speech he gave much attention to his proposed amendment to the railroad bill providing for a public lands court. This line of discussion was continued when, at 2 o'clock the railroad bill was taken up, that the change of subject was only technical. Speaking of the power extended to the forest rangers he declared:
"It is a shame upon the country tolerating that there should not be a solid in the Senate against the land trust. He nevertheless was in earnest to try for it," declared that it was impossible to get attention to all subject that was not snappy. He wanted it understood that the act of the frontier west was as much entitled to consideration as were those of the big Atlantic seaboard. He asserted that without the precious metal supply of the states west of the Rocky Mountains the country would be on a bedrock basis. "What are you going to do with that great country out there?" he asked. "Laugh at it because it has not grown large enough to wreck even one on you?" Denouncing the failure to enforce the terms and spirit of the interstate commerce law, he declared the fee or one or other that the Panama Canal tolls should be expended for the benefit of the railroads. They were not to be permitted to strangle water traffic and make cheap rates to the wheat at the expense of the interior. He warned the Republican party against adopting in the railroad bill a measure that would not meet the approval of the people might prove a shroud. There's danger and death if the ill-constituted leaders are permitted to have their way," as he said. "When I see it said the bill is to go through totally as it wants there or four grapple I feel that so we are treading on dangerous ground. You make law I came myself elected can tells you to do I To better consult your with of other." At the conclusion of Mr. Heyburn's speech the railroad bill was laid aside for other business. The regular business meeting at the Commercial club which was to have been held tonight will not be held until next Wednesday.
