The United States Congress convenes next Monday. The San Diego Union, one year ago, had the President's Message telegraphed entire, and gave it to its readers in advance of other papers. If it should repeat that expensive enterprise this year, we shall have the message in Tucson one week after its delivery in Washington. The readers of that paper will be sure to get a full telegraphic abstract in advance of any other source, if not the full document, as the proprietors don't save expense in giving important news at the earliest practicable moment.
