Lately arrived in Hampton road several flags from New York, for the tobacco due for the purchases made of the British capitulants at York. Another flag vessel has also lately arrived from Charlestown, but in open violation of her flag and contrary to the laws of nations, has seized and ran off with a vessel and cargo belonging to this state. Such flagrant breaches of faith, added to the barbarous massacre of prisoners in the persons of Colonel Haynes, Captain Huddy, and others, must mark the perfidy and malice of our enemies in the strongest colours.
