The Senate U. S. have been engaged to-day (3d of Nov.) in debating the last bill concerning the Louisiana treaty for funding the portion of the debt which is not payable prompt in cash. The debates on this subject have had very little novel in them as the whole of opposition was founded on cavils and critical distinctions principally on that part of the bill which authorizes the secretary of the treasury with the consent of the President and the proprietor of the stock to vary the terms of payment. The opposers differed among themselves upon the meaning of the words vary the terms, some would have it to be a violation of the treaty—others that it was intended to give a power to make the debt perpetual—others that it was to shorten the period of payment of the instalments. The supporters of the bill disavowed any other meaning than that of putting the public upon an equal footing with any private individual in its dealings, and enabling the public agent, secretary of the treasury, so to arrange the payment with the consent of the party holding the stock, as would be convenient to the holder and to the public treasury.—Upon this narrow point, these various arguments were held, and the whole merits of the treaty argued. Mr. Pickering, who had been collecting materials for ten days past to fill up a speech, delivered himself to day (amusé le tapis) and with what effect you may judge—the bill passed the third reading with only five negatives to wit: Messrs. Pickering, Tracy, Hillhouse, White and Wells—among the affirmatives were Messrs. Adams, Dayton, Olcott, and Plummer: so that the friends to order appear not as likely to hang together as formerly.
