Through the politeness of the officers of the Schooner Jas. J. Day, which arrived at this port yesterday evening, we have received our files from the city of Mexico to the 30th. The intelligence of an attempt in that city to overthrow the Government of Comonfort, and to re-establish that of Santa Anna, is fully confirmed. The Siglo Diez y Nueve says that, upon receiving information concerning this new conspiracy, the Governor, on the 26th ult., surprised and effected the arrest of the members of the committee who were preparing their plans in an educational seminary under the direction of a lady named Micaela Arroyo. Senor Baz, when entering, was seen to give the sign and countersign agreed upon between the conspirators. The following persons were arrested on the spot: Vicente Perez Trejo, a Captain of Invalids; Manuel Aguilar, nephew of the late Minister of Gobernacion; Don Isidro Lavio, a Spaniard; Don Lorenzo Voss, a Spaniard; Pedro Romero, Lieutenant of Police; Capt. Francisco Castillo, Captain of Balderas; Domingo Herran, the individual who committed, by order of Calvo, the robbery of the express train in San Luis; Pedro Velez; Antonio Rabalcaba de Riso, a Sub Lieutenant; Don Jose Arrazola, a Lieutenant of Police and brother-in-law to the Governor; Don Manuel Evia, an ex-Colonel; Don Jesus Soria, an ex-Captain, and several other officers. Many succeeded in effecting their escape. Various documents were found in their possession, among which were letters from Alfaro and Santa Anna, which prove, beyond a doubt, the treasonable designs of the party. Several of the culprits are persons who have already offended in the same manner, and have been set free after swearing allegiance to the established Government. They have been attached to the chain-gang and will be sent off to Yucatan. The Mexican Extraordinary, speaking of their appearance as felons in the streets, describes them as follows:
On Wednesday morning we witnessed the novelty of a score of fashionables chained in couples, and marching through the streets with the usual guard that accompanies the gang destined to public works. Each had a spade upon his shoulder, and the party came to a halt in the Callejon de Santa Clara—where the very necessary, but not very agreeable operation of cleansing the sewers was performed. The contrast between patent leather boots and shackles was striking, from their unpleasant juxtaposition, and the more so from a back-ground of black mud peculiar to the city, and very redolent of sulphuretted hydrogen. The promptitude and novelty of the castigation caused a general surprise and excitement, as well as much comment and some sympathy—which last we cannot help thinking superfluous, as we remember that hanging and quartering was, until recently, the punishment for treason.
