How obvious has the cloven hoof of Democracy become! The French have taken possession of the Isle of Elba, wearing the chains of France. If European nations are to be saved from chains as the Romans fastened on their ancestors, it must be by the rising up of some great power on the continent, strong enough to resist France, and yet not so strong as to subdue them all. Russia is too distant. her subjects are too barbarous, dispersed and in the exigencies he could do too much in feigned rapidity, and her power is vast and increasing, be wanted and employed at some future day to restrain ambition within bounds. France, therefore, ought not to be broken or made less or weaker than she was formerly, and if she is left as strong as she is now, Europe will have no peace.
