Truman Names Extra Labor Panel

WASHINGTON, (AP)— President Truman Saturday completed organization of the special three-man labor relations panel authorized to settle disputes at atomic energy plants.

To serve with chairman William H. Davis of New York, Mr. Truman appointed Dr. Edwin E. Witte, professor of economics at the University of Wisconsin and a former member of the war labor board, and Aaron Horvitz, New York lawyer and labor relations consultant.

The threatened strike of CIO chemical workers at the Oak Ridge, Tenn., atomic energy plant is expected to receive the panel's first attention if mediation efforts fail.
