The Chicago Herald offers a pathetic howling wail for the good of the state. With the reassembling of this legislature the country is again to witness an exhibition of the same moral rule which once made the name of Louisiana odious. Residents of other states, viewing the disgraceful scenes in Baton Rouge from afar, can only be impressed with the shameful degradation, the overpowering solidness and the corrupt ravages of partisanship which makes good government in that commonwealth so relatively despicable as to bring the whole system into disrespect. Let us pray.
