BOSTON, September 5.

Last Friday a vessel arrived at Newport, in 36 days from France. A gentleman that came passenger, who left Paris the 14th of July, and arrived in town yesterday, informs, that the ministers from the several belligerent powers were met at Paris, for settling the terms of a general peace: that the combined fleet of France and Spain, consisting of 45 sail of the line, besides frigates, were then cruising in the British channel: the English fleet commanded by Lord Howe, of 22 sail of the line, were obliged to retire, and were effectually blocked up in Portsmouth: that the Marquis of Rockingham, lately appointed first Lord of the British treasury, was dead, which had occasioned great convulsions among the new Ministry; the Right Hon. Charles Fox had resigned his office as principal Secretary of state; Lord Cavendish had also resigned his office as Chancellor of the Exchequer; and Lord Shelburne was appointed first Lord of the treasury, in the room of Marquis of Rockingham; Mr. Pitt, son of the late Lord Chatham, was appointed to an important office; and several other great changes had taken place in the British administration: that accounts were received in France of the important capture of Admiral Hughes, with 4 ships of the line, by the French fleet in the East Indies: and that the siege of Gibraltar was carrying on with the greatest vigour; the King of Spain's own brother was a volunteer on board the Spanish fleet, before that place.
