From the New-York Evening Post.

The Editor of the Democratic Press, of Philadelphia, says he is "gratified to observe that government are taking the most prompt and vigorous measures, to rescue the United States from the foul suspicion of encouraging piracy."

It is high time they should do so. They should take sufficient measures to punish the wanton barbarity of these freebooters, whenever they can lay their hands upon them. Not a day passes that we do not hear of an outrageous robbery of some American vessel on the high seas, by these piratical scoundrels. Here follows an account of one, copied from the New-Port Mercury, received this morning

"New-Port, (R. I.) Sept. 26.

Arrived at Bristol, on Monday last, schr Columbia, Gilbert, 31 days from Trinidad, Cuba. Captain G. informs, that on his passage he was robbed by a piratical schr. called the Pelican, mounting 5 guns, with 55 men, mostly negroes. They took from the schr. what cargo there was on board, besides 1700 dollars, and also robbed Mr. Williams, a passenger, of 900 dollars. The schr Alonzo, capt. Smith, of N. York. was also robbed by the same privateer, and captain Smith was very ill-treated. The crew of the privateer informed capt. G. that they had killed their former captain 20 days previous."
