It is no longer a secret, that between four and five months ago, the ministers of the Sublime Porte having been made acquainted with the real designs of the emperors of France and Russia, as settled at their conference on the Niemen, did transmit a dispatch to Malta, addressed to the commander of his Britannic majesty's forces on that station, requesting that a British agent, with full powers, might be forthwith sent to Tenedos, to meet an agent from the Porte, to treat of peace between the two countries. Stores having reasons to expect such a proposal, they appointed Robt. Adair, esq. to be their envoy extraordinary on this important occasion. His appointment crossed that sea on his way home—but on his arrival it was immediately proposed to him. Mr. Canning and Mr. Adair cheerfully accepted the appointment. It is well known that he sailed. A Turkish envoy has arrived in England in consequence of the unfortunate delay that intervened, with a repetition of the offer.
