SUMNER ON JOHNSON.

Senator Sumner is down on President Johnson like a thousand of brick. He denounces him as "a USURPER AND AN IMPOSTER!" In a letter to a negro committee of North Carolina he says: "As you do me the honor to ask me the proper stand for you to take, I have no hesitation in replying that you must insist on all the rights and privileges of a citizen. They belong to you. They are yours; and whoever undertakes to rob you of them is a USURPER AND AN IMPOSTER." Now President Johnson has distinctly denied to these negroes "the rights and privileges of a citizen." In his proclamation for the "reconstruction" of North Carolina he denies them the right of suffrage. Therefore, according to Sumner, he is "a usurper and an imposter."
