NATIONAL CONVENTION.

Dec. 30.

Repeal of the Decree against the English, Spaniards, and Hanoverians.

Brival.—The laws of the 7th Prairial and the 27th Thermidor, enacting that no English, Spaniards, or Hanoverians, shall be made prisoners, are contrary to all laws, and to all the rights of nations and of war; they are contrary to the sentiments of our brave soldiers who know how to conquer their enemies, but not to assassinate the vanquished. I move that the National Convention repeal both those laws.

The repeal was decreed amidst the loudest plaudits.
