MR. CARTER,
OBSERVING a publication in the Providence Journal, No. 87, made by Dr. Turner, Surgeon of the United States frigate General Greene, purporting an account of the actual state of the ship, her officers and crew, as well as an indirect censure on the conduct of Dr. Bartlett, of Newport: in effect saying, that he had officiously gone on board the said ship, and taken on himself to advise and prescribe to many, unauthorized, and unrequested; and having seen a publication under the signature of Caution, in the Journal, of No. 85, vindicating Dr. Bartlett in his conduct in this unfortunate affair, which seemed an instance of justice due him: For the independence and truth of the report he made on the occasion to authority, has determined me to testify to the public the truth of what has been asserted, regarding the authorized conduct of Dr. Bartlett, by publishing the subsequent copies of originals.

At a special Council, July 31st, 1800.
Voted and Resolved, That Capt. Wanton be requested to call on Dr. Bartlett, and desire him to call and see the man at Barlow's, Mr. Boss' on and Mr. Weavers' boy, and make report directly of their cases, to the President of the Town-Council:
