"Boys will be boys" is an old gag which has glossed over considerable pure devilment.
Of course boys will be boys, but the idea shouldn't be carried to the point where it condones criminals.
A boy may be a boy, as full of pep and ginger as the next one, and still be a good boy.
The idea that a boy must serve an apprenticeship in the wild oats industry has made a lot of them journeymen in that line, and unfitted them for other occupations.
There are exceptions, of course, but they only prove the rule that a boy, like a man, which he should be later on, will get along better and have a better time if he behaves himself.
