The Statesman puts it at Grover thus: It is a part of private history of the last session of the Legislature that when the acts repealing those odious laws, the Portland Police law and the Litigant law came before the Governor for his signature, the weak and wretched tyrant bowed his head and wept in very terror of the situation. Had he signed either act, he would have given mortal offence to one of the most powerful factions of his party, and to allow both to pass would ruin him inevitably, and this is the man who is to-day trailing his demagogue's drivel over the State, asking for a re-election as the people's friend.
