New York, Feb. 27, 1871. Confidential.—Twenty-five hundred dollars will be paid for the arrest and delivery at the office of the Superintendent of Police, in the City of New York, of Billy Forrester, alias Billy Marshall, alias Billy or Frank Campbell, alias Frank Livingstone, alias Frank Harding, alias Frank Howard; aged thirty-five: height five feet six inches: slim built but tough and wiry; rather broad, square shoulders, and weighs one hundred and forty pounds; rather long, spare face, with black eyes, having a wild expression; high, square forehead; mouth narrow and corners drawn down; upper lip stands out a little; medium sized; straight nose; straight black hair, heavy moustache, curling at the ends toward the mouth; sunken cheeks with high cheek bones; small, narrow feet. Generally walks with his hands in his coat-pockets. Has a tooth out of the left upper jaw; bracelet in Indian ink on the left wrist. [Signed.] JAS. J. KELSO. Sup't of Police, N. Y. City.
The Superintendent declines to gratify curious people by giving the facts on which he bases his belief of Forester's guilt.
One of the New York papers says: "Although the Superintendent declines to give source from which the information is received that fastened suspicion on Forrester, it is almost certain that it was obtained from George Ellis, a burglar now serving out a term in Sing Sing, for a burglary committed on the night of January 27, 1870, when the office of S. & M. Migel, at No. 23, East Twenty-fifth street, was robbed of diamonds valued at several thousand dollars. Nathan was murdered two months after the sentence of Ellis. Not long after the murder Ellis informed one of the officers of the prison that he knew who the assassin was."
Superintendent Jourdan quietly procured a writ of habeas corpus from Judge Cardozo, and brought Ellis from prison to the Franklin street Police Station. Ellis confessed he and Forrester had planned the robbery of Nathan's residence, and he believed Forrester had carried the plan into effect. They did not suppose Nathan or his sons were in the house, as it was known that the Nathans were passing the summer at a country residence at Morristown, New Jersey. The thief was discovered by Nathan, while operating on the safe, in the room adjoining the one in which he slept, and was killed by Forrester with an iron dog, which has been so often described. and which is alleged to have been stolen from the wine cellar of J. F. Church, in Fifth Avenue, which was entered some time previously by burglars. These are believed to be the principal facts on which Superintendent Kelso, Justice Dowling and Judge Cardozo base their belief that Forrester is the assassin. In addition, ever since the murder, he has avoided all of his old companions, and has not been seen in any of his well known haunts in this and other cities. It is more than probable that he is in some out-of-the-way place in the far West, or in some small country town, working as a laborer, or at a trade, endeavoring by this means to divert suspicion. Certain it is that he has not been seen by the police of any of our large cities since the date of the murder. He is too well known to the police of the various cities, to have escaped their search had he made his appearance in any of the large towns.
Forrester has been a thief from his youth, and has served several terms in the State prisons. He is wanted in Joliet, Illinois, having escaped from there after serving a small part of a term of thirteen years, for burglary committed in Illinois.
