Samuel Bell, appointed one of the Judges of the new Superior Court of N. H. is the same man who was President of the Hillsborough bank which was managed in such a manner as to be some bankrupt. Many of the bills of this bank are unredeemed and of no more value now than 'Farther Exchange.' The Portsmouth Oracle states as a fact which appears on record, that suits to a very considerable amount, are now pending against him [Bell] in the Court, in which he is appointed a Judge--which suits are founded on alleged misconduct in his office as President and director, in making a division of the stock and effects among the stockholders, leaving the notes issued by the Bank unpaid.

Quere.--What would the democrats of Massachusetts have said if Governor Strong had appointed a federalist similarly situated to be Judge of the supreme Court of this State? But Gov. Plumer is a democrat, and so is Mr. Bell, and that men alters the case.
