MARION, Ind., Nov. 10.—The condition of the soldiers' homes throughout the country and the necessity for additional provision for disabled veterans is indicated by a circular recently issued by General Franklin, president of the board of managers. He says that no more soldiers can be provided for at present. In this branch there are about 1,400 on the roll, most of whom are in the home. Applications are frequent. A few applicants are now at the county infirmary, and there are few poorhouses that do not shelter one or more of these unfortunates. The demand is on the increase and likely to continue.
