LONDON, Nov. 29.

The citizens, merchants, and captains of ships belonging to the town of Havre, in France, have presented two very respectful and proper addresses to the King and the National Assembly of France, setting forth the calamities that must overwhelm the kingdom, from the fatal insurrection at St. Domingo; and they pray very earnestly for an immediate reinforcement of troops. The concluding paragraph of their address to the King, is in the following words:

"Besides the Frigate, the Fortune, which is now in our port, we offer our ships and our persons to fly to the relief of our brethren. Truly happy, Sire, if by our sacrifices and our zeal, we might be able to contribute to the beneficence of your Majesty, and soften the lot of those unfortunate people."
