The important feature in the Senate's proceedings on Monday was the significant speech of Senator Slidell, of Louisiana, on the Cuban question. The Union says the extraordinary disclosures made by the Senator were based upon authentic and unanswerable evidence which will astonish the country, and will show how, steadily, and yet how stealthily, the most unscrupulous schemes have been plotted in regard to Cuba, while at the same time all three have professed to be friendly, and one at least solemnly denied the very plot which has now been clearly fastened upon all.
The National Intelligencer takes a more moderate view of the case, and regards that portion of the speech in favor of clothing the President with the power, at his discretion, of suspending the operation of the neutrality laws, that is, virtually, of conferring on the Executive the power of placing the country in a state of war with a foreign nation-as a very questionable measure.
The Baltimore Sun's correspondent says :
Mr. Slidell's speech in support of this measure was elaborately profound, and is the result of careful inquiry. He showed, from official and authentic documents, that England, France and Spain had combined to Africanize Cuba, and that this work, long contemplated, had now actually commenced, and must be arrested by the timely interposition of the United States. He declared that upon occasion of the late outrage upon the Black Warrior, the President ought immediately to have blockaded the ports of Cuba. Mr. Benjamin seconded his colleague with much alacrity, and accorded with him in his facts, though not prepared to pledge himself to his policy.
Mr. Mallory also now admitted the facts, though heretofore he had doubted whether Spain could adopt so suicidal a course. Senators Butler and Houston both advocated an inquiry by the committee. The whole Senate was at once, alarmed at the dangerous situation of "our Southern Islands." The resolution passed nem. con., and we shall have a report from the Senate judiciary committee that will serve as a death-knell to Spanish dominion in America.
