Washington, Dec. 29.—Immediately after the Nicaraguan treaty became public through newspaper enterprise the secretary of state caused an investigation to be made to ascertain whether any leak in his department could be discovered. It was found that the treaty could not have been obtained from the copy in the department, but must have leaked out at the senate or at the government printing office, where it was printed for the use of the senate.
