Reports to the union that the Federal Trade Commission wanted "no Negroes, Jews or women," however, coincided with a recommendation by Civil Service Commission officials that the selection of OPA employees should be made from the entire accounting department.

CONFIRM SUSPICIONS
Mr. Stafford stated that the tentative selections made on this basis confirmed the union's suspicions since not a single colored employee was included, even though there were several who were veterans and permanent status employees in the financial reporting division. As a result, a union delegation, including Mr. Schwartz, Mr. Stafford and employees from the OPA's financial reporting unit, met with Civil Service officials December 9 and insisted that the basis of selection which produced such discriminatory results must be changed. A Civil Service investigation and further negotiations took place from December 9 through December 13. When Commission officials refused to reverse their decision the matter was taken to the Commissioners themselves, who sustained the union's contentions.
