The following is the 4th section of a bill entitled "an act to establish the permanent seat of the government of Pennsylvania.—"
This bill, the object of which is to transfer the seat of government to Carlisle, has passed the house of representatives by a majority of two votes, in the absence of two members, opposed to the object of the bill.
"And be it further enacted by the authority aforesaid, that prior to the first day of December, in the year one thousand seven hundred and ninety eight, the whole of the ground and all the buildings within the city of Philadelphia, the property of this state, shall be sold, under the direction of Samuel Pottelthwait, John Montgomery and William Henderson."
The bill of which this section is a part, is made the order of the day, or this day, in the Senate of the State; when it is hoped it will meet (from the good sense and candor of that body) with the fate, to which the mean and despicable motives which gave rise to the business, and the injurious tendency of it to the honor and interests of the whole State, so justly entitle it.
On the above article, a correspondent observes, that if the Jacobin-democratic system of government, consisting of one branch only, was now the constitution of this commonwealth, the above bill would become a law—And that such a constitution does not exist, has been often most pathetically lamented by the writers in the Aurora.

The bill entitled 'an act to establish the permanent seat of the government of Pennsylvania' aims to transfer the seat to Carlisle and passed the House of Representatives by a majority of two votes in the absence of two opposed members. Section 4 requires selling state property in Philadelphia before December 1, 1798, under the direction of Samuel Pottelthwait, John Montgomery, and William Henderson. The bill is the order of the day in the Senate, where it is expected to fail due to mean motives and injurious tendency to the state's honor and interests. Commentary notes that under a Jacobin-democratic single-branch system, it would become law, as lamented by Aurora writers.
