FRENCH STATE PAPERS:

Speech of the Prince of Conde, to his Officers.

A letter from Worms, dated the 24th of September, contains the following intelligence—whether it be authentick or spurious we presume not to determine.

"On the 7th instant, M. Condé having sent for all the officers quartered at Mannheim, Heidelberg, Coblentz, Mayence and Worms, delivered to them the following speech:

"GENTLEMEN,

As I HAVE sent for you on purpose to inform you of the intentions of Monsieur, the Comte D'Artois, and of mine.

"It is very probable that the King will accept the Constitution. But whether he accept it or not, that circumstance will make no alteration in our designs. You well know that his Majesty has attempted to quit the kingdom, because he has been deprived of his liberty. Although it is reported that he is now perfectly free, he is as much as ever under confinement. It is true that he has been permitted to have a body of guards; but he is as unable as ever from quitting the kingdom, a perpetual watch being set over all his actions.

"The Princes and myself declare and protest to you, that we will never return to France, until we have re-established the ancient nobility of the kingdom, in their former rights and privileges. We are ready to pay taxes on our estates; but we are determined that the King shall recover his authority, and the church its former splendor and possessions. We do not want the restoration of the ancient government, but such a Constitution; as nearly as possible, as that of England, and an upper and lower house.

"On these principles is the manifesto drawn up, which we are going to send to Paris. Should the Assembly pay no regard to it, are you, gentlemen, willing to return to France or to stay with us?

"The Courts of Vienna and Prussia are about to enter into negotiations in our favor. If they should be unable to obtain our demands, we are in hopes that each of those powers will furnish us with an army with which we shall march into France. Say, gentlemen, what are your resolutions?"

Every one of the officers declared that they would stay with the Princes, and make an oath of remaining faithful to them before the Prince De Condé.
