"Capt Martin in a brig from—-, Is arrived on the coast. He had on board 17 tons of powder, and 500 stand of arms, all which are safely landed. By her we have the following letter, dated St. Eustatia, June 18.
"By a Bristol paper of May the 4th, we are informed that the foreign troops are ordered to sail with the fleet: That Lord Howe took leave of and set out from court to command them: That it remained still uncertain about the Commissioners, but that on the 30th of April it was said a commission was making out to appoint five; three of whom were to be Lord and General Howe, and Cornwallis: Governor Powell, and one Mr. Arthur Lee had been mentioned for the other two. That they were to receive the submission of, and grant pardons to the Americans, but not till they have laid down their arms.
"I hope you will submit as you ought to do. I make no doubt but you will be pardoned for it.
"General Burgoyne is to command at Quebec, Gen. Howe, at New York and Geo. Clinton to the Southward. Lord Howe to command the whole.
"The Queen has brought another Princess to the nation. The Duchess of Kingston has had her trial and been found guilty, but pleaded the benefit of clergy, and got off. She has since fled to France to avoid a writ of ne exeat regnum."
