From Philadelphia, September 8.

Arrived yesterday afternoon, ship Phoenix, captain Green, 48 days from Amsterdam.---

Sailed the 19th July.---Reports of negotiations for Peace, between Great-Britain and France, had prevailed there, and depressed the markets.

Previous, however, to the 19th, expectations of peace had greatly diminished.

Captain Wilson informs us that Gaeta still held out, and that in a sortie the Neapolitans had been successful. Admiral Collingwood continued the blockade of Cadiz.
