DURHAM - Joe Tally, seeking the North Carolina League of the Democratic nomination for Congress by run-off election June 28th, calls for the avoidance of deficit financing and cuts in both defense and non-defense budget items; and Rep. F. Ertel Carlyle proposes to eliminate unnecessary spending and waste of public funds, particularly in the operation of governmental agencies, as a means to halt inflation and cut Federal expenditure.
Both made their statements in answer to a questionnaire sent out by the League of Women Voters.
Five questions were asked, not just of Tally and Carlyle, but of every Congressional candidate in North Carolina. The State League of Women Voters released all the answers before the May primary and now calls attention to those given by the contestants in the 7th, 9th and 12th district run-offs.
According to Mrs. John Gillin, president of the State League, the questions asked were these: 1)

What should U. S. policy be with respect to the United Nations and 2. aid to underdeveloped countries? 3.) What steps should Congress take to halt inflation? 4.) Where can federal expenditures best be cut? 5.) In what pieces of legislation are you especially interested (please state support or opposition)? following are the answers given by Tally and Carlyle
As to U. S. policy toward the UN, Tally said, "The U. S. should continue to work through the UN to define, prevent, and punish aggression; and to create machinery for limitation of armaments with inspection and other full safeguards."
Carlyle: "We should be extremely cautious because it is evident that our country is being forced to assume entirely too much of the burden in carrying out the program of the UN. Our country is doing at least 90% of the fighting and financing of the war in Korea. We must demand more cooperation from other member nations."
Regarding aid to underdeveloped countries, Tally replied, "Limited government Point 4 aid should be extended. U. S. Government should devise an insurance program for extension of private capital Point 4 aid to underdeveloped countries."
Carlyle's answer was: "Our national economy demands at this time that our assistance to such countries be limited only to those which will promote our war efforts and will be to the mutual advantage of the countries involved. I am not in favor of contributing wealth or weapons to a country whose citizens are not in complete control of their government."
As a step to halt inflation, Tally propose to "Create modern Congressional machinery thoroughly to weigh and reduce where reasonable the Executive's budget, including the creation of a senior military advisory committee" responsible to and reporting to the Congress on the necessity of particular items of the defense budget. Avoid deficit financing. Maintain the independence from the Executive of the Federal Reserve Board."
Carlyle stated, "The tremendous amount of money which our Government is now spending in the defense effort is the largest contributing factor to inflation. It is, therefore, my opinion that the best method of controlling this inflation is for Congress to take every necessary action to eliminate all unnecessary spending and waste of public funds."
To the question of cutting Federal expenditure, Tally said, "It can be cut in both defense and non-defense items, but only a detailed study could specifically show where."
Carlyle, "These can best be reduced by the elimination of all duplicity in the operation of governmental agencies."
Concerning pieces of legislation in which "you are especially interested" Tally replied, "I am particularly interested in the maintenance of our sound farm support program for this has proved an insurance policy for rural, and urban prosperity without real cost to other taxpayers. Also, the U. S. Government should plan an insurance program for extending private capital aid to underdeveloped countries."
And Carlyle stated: "I am interested in legislation which has for its purpose to assure our country a strong, stable economy, and a strong agricultural program. I have supported these positions."
