The president sent to the Senate a list of the persons, claiming to be citizens of the United States, who have been arrested in Cuba since February 24, 1895. There are seventy-four such persons. It is notable that there are no English subjects imprisoned by the Spanish tyrant. England does not palter in any such case. If a man be a British subject, his rights cannot be ignored by a foreign government longer than it takes to send a war vessel, or a squadron, to demand his release. We heartily wish there was sufficient backbone at Washington to carry out the same course.
