The decision was made by a council committee, Friday morning. The question hinged on whether Lieut. Jacques was on duty when killed. The lieutenant had left his work and started home on a Michigan-ave. car. An accident occurred on the car, and he wrote out his report. It was the theory of the police department, as presented to the committee by Police Secretary Walters, that the lieutenant was on his way to the station to make a report when he was killed, and was technically on duty.
