Messrs. Editors,—When the tax-payers of the city consented to the appropriation of half a million dollars to build the new reservoir they were promised by various city officials that thereafter they should be furnished with clear water.
Has this promise been kept? Draw a glass of water from your hydrant and see.
Is there any reason why one apartment of the reservoir cannot be left to settle while the other is drawn upon?
Will not the Mayor do this public the great favor of ascertaining what is wrong with the new reservoir, and what ought to be done to get tolerably clear water, at least in the summer time?

Main Argument
the city's new reservoir has not delivered the promised clear water despite taxpayer-funded construction; the mayor should investigate the issue and implement measures like settling water in one section to ensure clearer supply, especially in summer.
