The Governor does not consider the crisis to require the summoning of an extra session of the legislature, as had been suggested in other quarters, but reserves the whole subject to the next legislature, to be chosen in October next, The test oath having been adopted by a vote of two-thirds of the present legislature, will, if passed by a similar vote in the next, be legally incorporated into the State constitution. This he calls an appeal to the highest source of power—the people.
The elections at the polls in October will, therefore, turn upon the test oath question.—Balt. Amer.
