President Truman is confronted today with a tough political assignment-the appointment of a five-man board to enforce the new Communist-control law. In vetoing the bill, Mr. Truman had called it unworkable and unfair, and a threat to American freedoms. But Congress passed it anyway and now the President is responsible for its enforcement.
