Advices by the last Liverpool steamer leave no doubt that the French Emperor has determined upon an early recognition of the Southern Government. And there is every reason to believe that the important step will be followed at once by a similar one on the part of the British Government. The English and French papers criticise the defeat and rout of the Federal Army at Bull Run with a good deal of severity. They evidently regard it as conclusive of the right of the South to be recognized as a Government. In a few days we shall have the Lincoln journals howling over the "perfidy of France and England."
