Philadelphia, Sept. 3.

The British frigate Gleaner, from Plymouth, Eng. has arrived at Annapolis, with dispatches for Mr. Foster. Mr. Proudman, the messenger, reached this city this morning, and proceeded immediately to the country residence of the British minister.

KING'S MESSENGER.

The King's Messenger has returned from Mr. Foster, and passed on to the Gleaner ketch, now in our Bay. She goes immediately to Admiral Yorke.

An English paper says, that three more frigates, the President, Shannon, and Surveillante, are destined to reinforce Admiral Yorke's squadron, now on this station.
