Arkansas City, Kan., Dec. 19.-Receiver Dwight Bramen, who is in control of the affairs of the branches of the 'Frisco between this city and Anthony, Kan., is unable to resume his promised operation of the road on account of trouble he is having with the 'Frisco Roadbed company. The branch running from this city to Anthony was built by another company, but the 'Frisco has operated it until recently. The 'Frisco owns the bridge across the Arkansas river west of this city, and a mile of track beyond, and they refuse to let Receiver Bramen run trains in and out of this city over their part of the line.
