Meet in Detroit Nov. 13 to Consider Amendments
A letter addressed to all General Motors locals of the UAW was put into the mails yesterday by George F. Addes, international secretary-treasurer, which officially informs the locals of a conference of delegates from all GM plants to be held November 13, 1937 at 10:00 a. m., at the Hotel Tuller, Detroit, Michigan.
The letter informs GM locals the basis upon which the number of delegates to be selected is determined; it also provides other pertinent information.
The purpose of the conference, according to William E. Dowell, director of GM locals, is to give consideration to the amended and supplemental provisions of the contract between the UAW and GM.
The official International communication sent by Brother Addes addressed to "The General Motors Locals Affiliated With the International Union, United Automobile Workers of America."
The text follows:
Greetings
A conference of delegates from all General Motors plants will be held November 13, 1937 at 10:00 a. m. in the Hotel Tuller, Detroit, Michigan. This conference is for the purpose of giving consideration to the extended amended agreement between the UAW and the General Motors corporation.
Representation will be based on membership in the various Local Unions in General Motors plants. Delegates shall be officers or members of General Motors Local Unions. The number shall be determined according to Section 4 of Article of our new Constitution which is as fol-(Continued on page 7)

follows: "Delegates to the International Convention shall be elected from the Local Unions of which they are members. Each local shall have one delegate for 200 members or less and one additional delegate for 300 members or major fraction thereof and one delegate for each additional 500 members or major fraction thereof. Each local shall have one vote for every 100 members or major fraction thereof, but no delegate shall have more than five votes."
REPRESENTATION BASIS
On this basis, according to the International records, you are entitled to delegates and the credentials for same are enclosed. The number of delegates to this conference is based on the highest number of members that you have paid Per Capita Tax on during either of the four months preceding the month of October. The above basis of representation has been used because of the great burden of expense to the locals that would have to send delegates a long distance. We trust that you will consider this a fair system of representation to all concerned.
We anticipate that the meeting will last at least two days. However, please come prepared to complete the work of this conference. This conference will be held at the Hotel Tuller as we have stated above; should any delegate desire to register at this hotel, the rates are as follows: $2.00, $2.50, and $3.00; double for $3.50 and $4.00; three in a room, $1.75, four in a room, $1.50. As you will note, these rates are reasonable and any delegates may make reservation in advance if he so desires.
It is highly important that the duplicate credential be forwarded to the International Secretary-Treasurer and reach his office not later than November 10.
