Full Text

The inhabitants of the province of Maine, like those on the western waters, are panting for a separate independence and cession of territory -- which, from the unwieldiness of many of our present governments, and too great an extent of dominion, must sooner or later take place.

Vermont has long been viewed and considered as an independent state; and when it is for the interest and happiness of the people, for which all governments are or ought to be formed and constituted, no good reason can be assigned why new states and empires should not arise and branch out from old ones.
