WASHINGTON, April 6.

An extraordinary and unusual movement was made in the House to day, by "the party." Mr. Hamer is the leader of the Loco Foco party in the House, and moreover, he is a member of the Committee of Ways and Means. His propositions, therefore, are to be considered as coming from "the party." He offered a resolution which asserts all the leading principles and views of Mr. Webster's late speeches. The preamble sets forth the depressed state of the commerce and currency of the country, and the joint resolution which follows, declares that the government ought to interfere and aid and encourage the banks in the resumption of specie payments. He gave notice that he should call up the resolution on Monday next.

The resolution was viewed with some surprise by the uninitiated. It was soon buzzed about that the Committee of Ways and Means would support it.—Here it was called a humbug, and a scheme for influencing the New York and other elections. About an hour after the resolution had been ordered to be printed, Mr. Hamer modified it, as he had a right to do. The modification explains the whole matter.—It shows that the administration, alarmed by the Connecticut election and other indications, wish, if possible, to turn their backs upon their own policy and principles, or that they wish to make this impression on the public. The original resolution was as follows:

"Considering that the business, commerce, circulation, and exchanges of the country are in an embarrassed condition, and considering also, that a part of the banks of the United States have expressed a desire to resume specie payments at an early period,

"Resolved by the Senate and House of Representatives of the United States of America, in Congress assembled, that, if the banks, or a portion of them, do thus resume, it will be the duty of the general government, within the limits of its constitutional authority, to aid such banks in regaining public confidence, and to sustain them in their laudable efforts to fulfil their obligations, to relieve the wants of the country, and to restore to the people a sound circulating medium." Mr. Hamer found it expedient to modify the resolution, by inserting after the words "aid such banks"—("or the present administration designs to do.") . Designs to do"—that is a good joke. What cannot impudence attempt after this. In what one of the official papers which have emanated from the administration, this session, or heretofore, has any such "design appeared? On the contrary, has not the cry been "down with the banks"! "Give us gold and silver, and nothing else."

The fact is, they have found that Locofocoism is no go. They involved the country in ruin, and rejoiced in it, until they found that their own ruin was effected by it. They then attempted to save themselves by begging us to be assured of their kind sympathies, and "designs" to "aid" us.

The Senate did not sit to day. The bill to establish a board of claims occupied the House nearly the whole day.
