DUBLIN, Oct. 23.

The cause of the allies now appears to be in the most deplorable situation. Beaten at every quarter, they fly before the victorious enemy, and seek for shelter under the cannon of fortresses, or in the very heart of fortified towns. On the Rhine they suffered to a degree that causes the losses of former wars to look like trifles--Holland is now given over as lost, unless it can save itself by a negociation detrimental to these countries; and on the side of Spain and Italy, they do little more than make a show of fighting, while the French have only to dance and plunder. Should this run of fortune continue on the side of the enemy, and there is too much reason to fear that it will, the change that will be inevitably brought about in every state of Europe, is too obvious to require anticipation.
