Mr. Editor
I hope the new City Marshal will endeavor to abate nuisances without making it necessary for citizens to complain about them before the Mayor. Neighbors put up with filthy gutters, &c., a long time before they will go into the City Court and file an affidavit. The "Carpenter Block sewer" is a standing evidence of the truth of this statement. For six weeks past the slops and filth of every kitchen in Carpenter's Block have flown in one unbroken stream across the Locust street pavement, and formed a little lake of dish-water at the corner, whereon the youths of that locality have sailed their miniature boats this many a day. Now, is not Mr. Carpenter able to build a sink for his tenants, as other citizens are compelled to do?
I notice that the tenants of the houses on Locust street, near Second, have removed the mud hole which used to vegetate in the gutter, to the centre of the street. It is larger than before, and a great deal more inconvenient.
Mr. Editor, is it the Marshal's business to look these things up, or the Street Commissioner's? Or are the newspapers to take the matter in hand?
