The Bourbon flag was still kept up at Guadaloupe, though that Island had refused the proffer of British protection and determined not to permit any British troops to land there. In consequence, the British had landed a number of troops at the Saints, preparatory to an attack on Guadaloupe, which they were resolved to take by force.
