INTEGRITY NO LONGER A VIRTUE?

Gov. Davidson is a paragon of affability and courtesy, whose integrity and honesty is never for a moment questioned. THESE ARE DAYS OF INTRIGUE AND CUNNING, however, in the politics of the state such as the past few years.

In Wisconsin the penalty for bribery at any election is imprisonment; ardat any caucns or preliminary meeting, fine or imprisonment or both. Conviction of bribery excludes from rigbt of suf frage unless restored to civil rights. Office obtained by bribery is to be deemed vacant, according to law. A fine and loss of vote is thepunisbment for betting on an election. The amend. ments made last year provide probi. bition of contributions of money to aid the nomination or election of legiela- tors by non-residents of the district, with an imprisonment penalty for vio- lation. This does not apply to payment of his own expenses by a candidate, or to contributions to committeer. Every candidate must file & sworn statement showing eaci iiew larger than $5 con- tributod, disbursed, or promised by him or by others in his behalf, with dates of expenditure, names of persons receiv ing money, and the purpose for which each sum was paid. The district at- torneyinstitutes prosecutious ·for vio- lations and the fine for such violation is from $25 to $500 A eimilar record is kept by the treasurer of each campaign committee. and an imprisonment-pen-alty for violation is provided.

The1905 laws also prohibit contribu- tions by corporations, witin a fine pen- alty of $100 to $5,000 or imprisonment of from one to five years or both fine and imprisonment, in the discretion of the court.
