VERMONT IN CONGRESS.

We find the following in the Troy Times of Thursday evening:

"Vermont, which was formerly regarded as among the most obstreperously ultra of the states, and consequently as having the least influence at Washington, now wields a moral power there unsurpassed by any of the sisterhood.

Mr. Morrill, as chairman of the committee on ways and means in the House of Representatives, has more to do than any other man in Congress, with shaping the financial and revenue policy of the nation. The new Senators, both Governor's appointees, originally, show an ability and a discretion which we might look for but do not see in some older members of that august body. The throttling of the Trumbull proposition respecting appointments, is due to Vermont. Not that some legislation in respect to the matter is not desirable, but that such legislation should not be made to bear the taint of a partisan purpose. Congress and the President differ upon vital questions of national policy, and the first would most certainly diminish the popular confidence in the views it represents if it should, to appearance couple government patronage with principles in policy. The Vermont Senators bear the designation of "Radical," and radical they are, but not to the point where passion is permitted to obtain the mastery of sound practical common sense."
