Extract of a letter from an American gentleman in Paris to his friend in New-York, dated the 31st March, 1800.

"Our Commissioners began their negociation on the 27th, and I suspect will finish in the course of a month or six weeks. I have not yet learned the propositions they have made. The first Consul leaves this for Dijon on the 16th; but it is not expected the campaign will be very active, and many believe in a peace, which I think very probable. The Stocks have taken a rapid rise within a day or two. The government have passed an arretre forming a court of admiralty to sit at Paris, which will try all vessels taken as well by ships of government as privateers; those who are unfortunately captured, will now have a better prospect of obtaining justice."
