PRESIDENT'S PROCLAMATION.

We lay before our readers, this week, the Proclamation of the President, suspending the writ of Habeas Corpus in certain cases. We have not time, just as we are going to press, to discuss the features and object of the Proclamation. It speaks for itself, and shows under what circumstances the suspension of this writ is to take place. In this state-paper, Mr. Lincoln has shown a determination to use every effort in his power to check the treasonable designs of bad men in this country, and to bring them, whenever discovered, to speedy and just punishment.
