The case was mentioned to us a few days ago of a gentleman, who, wishing to go to Martinsburg, 22 miles, was obliged to take the stage for Shepherdstown, 10 miles beyond, and there hire a gig to convey him to Martinsburg. The expense was probably about five dollars. Now we wish to inquire whether the mail contractor between Winchester and Martinsburg is not at this moment paid something over one thousand dollars to carry the mail in stages three times a week, and whether he has not been paid at this rate since the first of January? We would ask further whether the contract is not farmed out for half this sum, with the condition that the sub-contractor shall carry the mail on horseback only? We of course suppose the postmaster-general to be ignorant of this abuse, and we shall send him a copy of this paper that he may be apprised of it.
