Havana, Aug. 22.-(AP)--Forty thousand persons gave a thundering welcome to Colonel Carlos Mendieta and Colonel Roberto Mendez Penate Tuesday when they returned to Cuba from the exile to which they were sent for leading the quickly-suppressed revolt against the Machado government of August, 1931.
The return of the two revolutionary heroes shared importance with the resumption of normal activity in Havana's harbor, where business had been paralyzed by a strike which started before the ousting of President Machado.
At 7 a. m., all port workers returned to their jobs. There were a few small disorders at the Ward and United Fruit docks but they were quickly suppressed by the harbor police and there were no arrests and no casualties,
Colonel Mendieta and Colonel Penate came back from New York aboard the Morro Castle. From the dock they went straight to the presidential palace, where they embraced Machado's successor, Provisional President Carlos Manuel De Cespedes.
With the president they appeared on a palace balcony and great shouts went up from the thousands of onlookers.
The presidential secretary, Raul De Cardenas, addressed the crowd.
Newspaper Reappears
The newspaper Union Nacionalista, Colonel Mendieta's organ, reappeared Tuesday morning and the edition was quickly exhausted.
Port workers, at a union meeting Monday night, approved a motion calling for continued pressure to bring about the deportation of Matthew Mallanghy, an official of the United Fruit company and an American citizen.
This position was taken on the ground that he had steadfastly opposed the strikers.
Meanwhile the provisional government scrutinized other problems handed down by the deposed Machado regime, as well as Gerardo Machado and his followers.
These had to do with mob activities against the persons and property of Machadistas, payment of salaries overdue four to 14 months, pressing financial problems, and records of the overthrown administration.
Members of the ABC secret society, soldiers, and police continued rounding up former Machado followers, while the war department held to a policy that all in hiding should surrender to authorities lest they be victims of mob violence.
An effort to extradite Machado from the Bahamas was considered imminent.
